This paper presents an empirical approach to select and prioritize sewerage projects within set budgetary limitations. The methodology includes a model which quantifies benefits of a sewerage project as an index or dimensionless number. The index considers need and urgency of sewerage and other project goals. Benefit is defined as the difference in anticipated impact between the current condition (without the project) and the expected condition with the project. Anticipated benefits primarily include reduction in environmental pollution, reduction of human diseases and morbidity, and other tangible and intangible improvement. This approach is a powerful decision tool for sewerage prioritization and an effective alternative to conventional cost-benefit analysis. Unlike conventional analysis, this approach makes no attempt to convert project benefits and other impacts into a monetary measure. This work recognizes that the decision to provide sewerage based solely on net benefits is not practical. Instead, benefit-cost ratios (B/C) are calculated utilizing cost-effectiveness approach. Using these ratios, 16 unserviced areas of Ensenada, Mexico are ranked. The prioritization rankings produced by this method must be further scrutinized and carefully reviewed for logic, accuracy of input data, and practicality of implementation. A similar framework may also be useful for prioritizing other public works projects.  相似文献

DOI: 10.1111/jawr.12006 Abstract: Results from the Upper Midwest Major River Basin (MRB3) SPARROW model and underlying Fluxmaster load estimates were compared with detailed data available in the Lake Erie and Ohio River watersheds. Fluxmaster and SPARROW estimates of tributary loads tend to be biased low for total phosphorus and high for total nitrogen. These and other limitations of the application led to an overestimation of the relative contribution of point sources vs. nonpoint sources of phosphorus to eutrophication conditions in Lake Erie, when compared with direct estimates for data‐rich Ohio tributaries. These limitations include the use of a decade‐old reference point (2002), lack of modeling of dissolved phosphorus, lack of inclusion of inputs from the Canadian Lake Erie watersheds and from Lake Huron, and the choice to summarize results for the entire United States Lake Erie watershed, as opposed to the key Western and Central Basin watersheds that drive Lake Erie’s eutrophication processes. Although the MRB3 SPARROW model helps to meet a critical need by modeling unmonitored watersheds and ranking rivers by their estimated relative contributions, we recommend caution in use of the MRB3 SPARRROW model for Lake Erie management, and argue that the management of agricultural nonpoint sources should continue to be the primary focus for the Western and Central Basins of Lake Erie.  相似文献

Small tropical islands are widely recognized as having high exposure and vulnerability to climate change and other natural hazards. Ocean warming and acidification, changing storm patterns and intensity, and accelerated sea-level rise pose challenges that compound the intrinsic vulnerability of small, remote, island communities. Sustainable development requires robust guidance on the risks associated with natural hazards and climate change, including the potential for island coasts and reefs to keep pace with rising sea levels. Here we review these issues with special attention to their implications for climate-change vulnerability, adaptation, and disaster risk reduction in various island settings. We present new projections for 2010–2100 local sea-level rise (SLR) at 18 island sites, incorporating crustal motion and gravitational fingerprinting, for a range of Intergovernmental Panel on Climate Change global projections and a semi-empirical model. Projected 90-year SLR for the upper limit A1FI scenario with enhanced glacier drawdown ranges from 0.56 to 1.01 m for islands with a measured range of vertical motion from ?0.29 to +0.10 m. We classify tropical small islands into four broad groups comprising continental fragments, volcanic islands, near-atolls and atolls, and high carbonate islands including raised atolls. Because exposure to coastal forcing and hazards varies with island form, this provides a framework for consideration of vulnerability and adaptation strategies. Nevertheless, appropriate measures to adjust for climate change and to mitigate disaster risk depend on a place-based understanding of island landscapes and of processes operating in the coastal biophysical system of individual islands.  相似文献

Small island communities are inherently coastal communities, sharing many of the attributes and challenges faced by cities, towns and villages situated on the shores of larger islands and continents. In the context of rapidly changing climates, all coastal communities are challenged by their exposure to changing sea levels, to increasingly frequent and severe storms, and to the cumulative effects of higher storm surges. Across the globe, small island developing states, and small islands in larger states, are part of a distinctive set of stakeholders threatened, not only by climate change but also by shifting social, economic, and cultural conditions. C-Change is a collaborative International Community–University Research Alliance (ICURA) project whose goal is to assist participating coastal communities in Canada and the Caribbean region to share experiences and tools that aid adaptation to changes in their physical environment, including sea-level rise and the increasing frequency of extreme weather events associated with climate change. C-Change researchers have been working with eight partner communities to identify threats, vulnerabilities, and risks, to improve understanding of the ramifications of climate change to local conditions and local assets, and to increase capacity for planning for adaptation to their changing world. This paper reports on the knowledge gained and shared and the challenges to date in this ongoing collaboration between science and society.  相似文献

Owing to the lack of information about the distribution patterns of many taxonomic groups, biodiversity conservation strategies commonly rely on a surrogate taxa approach for identifying areas of maximum conservation potential. Macroinvertebrates or fish are the most likely candidates for such a role in many freshwater systems. The usefulness of the surrogate taxa depends largely on community concordance, i.e., the degree of similarity in community patterns among taxonomic groups across a set of sites. We examined the effect of the spatial scale of a. study on the strength of community concordance among macroinvertebrates, bryophytes, and fish by comparing the concordance between ordinations of these groups in 101 boreal stream sites. We specifically asked if communities spanning several drainages are more concordant than those originating from a single drainage system. Our results indicate that community concordance is affected by spatial extent, being variable and generally weak at the scale of individual drainages, but strong across multiple drainage systems and ecoregions. We attribute this finding to different taxonomic groups responding to similar environmental factors and sharing a similar latitudinal gradient of community structure when viewed across large spatial scales. We also identified a "gradient of concordance," with sites contributing disproportionately to community concordance being in relatively large streams with high microhabitat variability. Overall, our results suggest that the degree of community concordance among freshwater organism groups depends critically on the spatial extent of the study, and surrogate groups at the scale of single river systems should be used with caution.  相似文献

ABSTRACT: Riparian areas interact with aquatic and upland conditions and therefore help determine the degree of functionality (streambank stability, shade, sediment, and debris filtering) found in a watershed or catchment. Thus, conditions in riparian areas exert significant influence on water quality. Physical and biological factors (biophysical determinants) that influence these conditions and determine long‐term site ecology include topographic variables, geology, climate, soil texture, and others. These conditions are further modified by management infrastructure (roads, dikes, etc.). Our objective was to develop a system for evaluating site condition in relation to site capability. Since biophysical determinants and infrastructure interact with water quality, our first task was to acquire data concerning the spatial distribution of biophysical determinants and infrastructure constraints and to import them into a GIS system where they could be managed and processed. To expedite analysis, determinants and infrastructure constraints were placed into a hierarchy capable of isolating various site capability types. The hierarchy was designed to incorporate multiscale effects. Site capability areas are georeferenced in this process thereby enabling efficient monitoring and providing a way to focus management on those areas needing improvement. Study tasks included: (1) landscape characterization and hierarchy selection, (2) field assessment, (3) information management and data mining, and (4) information interpretation and adaptive management. This approach appears to be an effective way to isolate general ripananstandardsmaycon site conditions, to provide indications about water quality, and to create strategies necessary for alleviating water quality problems.  相似文献

ABSTRACT: We measured the base‐flow stream chemistry in all the major physiographic provinces of the Chesapeake Bay drainage basin. The spatial variation of stream chemistry was closely related to differences in geology and land cover among the sampled watersheds. Some stream chemistry variables were strongly affected by geological settings in the watersheds while others were more influenced by land cover. The effects of land cover differed among chemical constituents and regions. Concentrations of Ca2+, Mg2+, pH, total alkalinity, and conductivity were mainly functions of carbonate bedrock, especially in the Great Valley. Nitrate‐N and total dissolved N were closely related to cropland and increased as the percentage of cropland increased. The rate of increase varied from region to region with the highest in the Piedmont. Na+ and Cl? were mainly affected by the percentage of developed area in a watershed, especially in the Coastal Plain and Piedmont. We observed no significant effects of region or land cover on species of phosphorus because samples were collected under base flow conditions and only dissolved forms were measured. Dissolved silicate (DSi) was not related to any other water chemistry variables. DSi increased as developed area decreased and cropland increased in the Coastal Plain, but these patterns were reversed in the Piedmont. There was no consistent pattern in the spatial variation of land cover effects on the reduced forms of N, dissolved organic P, dissolved organic matter, and K+.  相似文献

ABSTRACT: This project analyzes suspended sediment flux through the upper Barataria basin in Louisiana during the winter season defined from November through April. The Barataria is a shallow coastal estuary located in southeastern Louisiana. The controls exerted by environmental parameters (such as wind or atmospheric pressure) in wetlands‐shallow bay ecosystems on transport of water and sediment were examined. Water samples were taken at a bayou (which serve as the inlet for flow to the estuary) on a regular basis. These samples were analyzed for total suspended solids and volatile suspended solids. Velocity, depth, temperature, salinity, conductivity, and meteorological measurements were all recorded at the time of each sampling. A multi‐parameter field probe was employed to continually monitor turbidity, water level, conductivity, and temperature during frontal events. These data were used in a regression analysis to examine the factors that drive carbon flux in the region. Investigations have determined that synoptic climate and prevailing weather conditions explain much of the variations in water levels, flow circulation patterns, salinity, and suspended sediment. Relatively small amounts of sediment appear to leave the estuary during normal tidal activity, but winter storm fronts result in significant fluxes of sediment in both up‐basin and down‐basin directions.  相似文献

ABSTRACT: The purpose of this study was to determine the relationships between precipitation at the seasonal and annual scale and water discharge per surface area for seven contiguous first - and second-order tributaries of the Rhode River, a small tidal tributary to Chesapeake Bay, Maryland, USA. The goal was to quantify the effects of a wide range of precipitation, representative of inter-annual variations in weather in this region. The discharges measured included both overland storm flows and groundwater, since the aquifers were perched on a clay aquiclude. Precipitation varied from 824 to 1684 mm/yr and area-weighted Rhode River watershed discharge varied from 130 to 669 mm/yr with an average of 332 mm/yr or 29.1 percent of average precipitation. Average annual dis. charges from three first-order watersheds were significantly lower per surface area and varied from 16.0 to 21.9 percent of precipitation. Winter season precipitation varied from 125 to 541 mm. Area-weighted Rhode River winter discharge varied from 26.3 to 230 mm with an average of 115 mm or 43.9 percent of average precipitation. Spring season precipitation varied from 124 to 510 mm and watershed discharge varied from 40.0 to 321 mm with an average of 138 mm or 46.9 percent of average precipitation. In the summer and fall seasons, watershed discharge averaged 40.6 and 40.9 mm or 13.5 and 14.3 percent of average precipitation, respectively. Except in winter, the proportion of precipitation discharged in the streams increased rapidly with increasing volume of precipitation. Stream order showed a higher correlation with volume of discharge than vegetative cover on the watershed.  相似文献
